Or is it a regular Challenger? The wheels lead me to think Hellcat.

doesn't look like a shaker hood so no, based on that.

Edit: Nix that. I thought the hellcat's came with the shaker hood but they do not.

Nope. The Hellcat has one scoop on the hood, and that looks like the dual scoop one.

i think those wheels or similar wheels can be had on other suff. i also think the hellcat has a longer chin spoiler

Comparing it with this profile view. I think it is the standard hood.

Looking at the Dodge website the base SRT8 and Hellcat have a different hood. It could be any where from and SXT to the R/T Scat Pack. The R/T Scat Pack has a bigger front spoiler, which I cannot tell if the Green car has the little spoiler or the big spoiler.

I'm leaning toward yes because the scoop looks like it's pointing backward like the driver's side vent on a Hellcat would, but my phone is only zooming in so far and whatever that fender badge is would be the giveaway. Also can't tell how far up the wheel well the splitter is going.

The Scat Pack and Hellcat both have a fender badge, which this Challenger seems to have, but based on the hood this is a Scat Pack.

Could be a Scat Pack car as well. They appearance package is similar.

Edit: It's not a Hellcat b/c of the lack of the center hood bulge and scoop as others have said.

Not a hellcat, maybe a scat pack. But from the picture I can't see the Supercharged badge that would be along the seide of the car.
